anyone please tell me how am I supposed to download these movies?
When I tried to download it shows "Error : 403 The user has exceeded their Drive storage quota" the file size is 18.54GB and GDrive space is only 15GB
please help me as soon as possible.

No there is no workaround for that as of yet, you should try after 24hrs and mind that is not the problem with file but owner's account limit has been reached for the day and it will be reset after 24hrs.
